Authenticity and EU Compliance of Korean Cosmetics
A Korean cosmetic sold in Europe must comply with the same rules as any cosmetic product placed on the European Union market. This page explains these rules and what Yeoskin applies for professionals who resell K-Beauty skincare.
The European framework
Cosmetic products are governed by Regulation (EC) No 1223/2009. To be marketed in the EU, a cosmetic must in particular:
- have a responsible person established in the EU (Article 4);
- undergo a safety assessment (Article 10);
- have a product information file (Article 11);
- be notified through the CPNP portal before being placed on the market (Article 13);
- bear the mandatory labelling (Article 19).
Product claims (hydrates, soothes, radiance) must comply with Regulation (EU) No 655/2013. A cosmetic does not treat: it cleanses, protects, perfumes, keeps in good condition or changes the appearance of the skin.

How to check a Korean cosmetic before reselling it
Article 19 of the Regulation requires information on the packaging. Before listing a product, check:
- the name and address of the responsible person in the EU;
- the country of origin for an imported product;
- the nominal content;
- the durability: date of minimum durability or period-after-opening (PAO) symbol;
- the batch number;
- the precautions for use;
- the function of the product;
- the list of ingredients, in INCI nomenclature.
